The level mainly indicates build complexity and how much track you get, lower levels are a simpler first build with a smaller footprint, higher levels take longer to build and give longer run paths, most first time builders start with Level 1 or Level 2, then move up once they know how much space and build time they want.
You need a stable, flat surface like a table, the footprint depends on the level and the layout you build, but you should allow enough space for the full structure plus a buffer around it so it is not bumped while running.
SpaceRail sets use a battery powered elevator to return the balls to the top, most sets use 1xAA battery for the elevator, and the battery is usually not included.
